[Sneap] thermomechanical leak

We have long used Potentials, Inc thermomechanical leaks in our accelerator 
(12 gas bottles) and have a pumpout port on each line between the bottle and 
the valve, thus avoiding having to run the valve hot for a long cleanup 
cycle.
