[Sneap] Active controls to limit current of high energy protons

Barney,

On our old Van de Graaff,  the controls for the terminal voltage and 
beam extraction used an electro-mechanical system so there was no direct 
control. The radiation safety system was designed so that the power 
supply used for beam extraction and the terminal voltage would both be 
run down automatically if the extraction potential was increased above 
its nominal "zero" level, which would allow us to run only small beam 
currents. Limiting the accelerator to as little as 10 or even 100 nA may 
be difficult.
